Billie Rozell, RN, DSN

is Associate Professor Emeritus in the College of Nursing, The University of Alabama in Huntsville where she was instrumental in the development of the graduate track in nursing administration. She earned her doctorate in nursing from the University of Alabama in Birmingham, and has more than 40 years of experience in nursing education, nursing administration and public policy.

Dr. Rozell is a recognized leader in Alabama related to health policy and has served as a board member and subcommittee chair of the regulatory body for healthcare agencies, the State Committee of Public Heath. Dr. Rozell is a charter member of the Alabama Health Professions Council and past President of the Alabama Commission on Nursing. She served as Vice President of the Alabama Board of Nursing, Director of Nursing Education for a large hospital system and is a past board member of the Alabama Organization of Nurse Executives. She served as chair of the Cost Containment Committee of the Alabama Governor’s Task Force on Healthcare Reform and has participated on a variety of national and state task forces and advisory committees.

Dr. Rozell is a past Associate Editor of the Journal of the Alabama Academy of Science, is a manuscript reviewer for the Southern Nursing Research Journal. She is also a reviewer of special projects grants for the US Department of Health and Human Services. Dr. Rozell’s current research endeavors include ergonomics of technology transfer in healthcare systems and participation in a collaborative study related to cost models for chronic diseases. Her papers and presentations at the national and international levels are related to nursing management and healthcare finance. Most recently, she developed the University’s first web-based graduate nursing course using streaming video. Dr. Rozell is the recipient of numerous honors and awards for her work in health policy and nursing education.
